About The Trust
The Portland School District No. 1 Health and Welfare Trust, regularly referred to as “The Trust” was established in 1972 to provide group health and welfare benefits to employees of Portland Public Schools (PPS). Active employees and early retirees of PPS who are members of the PAT, PFTCE, DCU or ATU bargaining groups can compare health benefit options, access and print useful booklets and forms, and stay updated on current union and benefit news. The Roles of the Trustees
The role of the Trustees is to jointly manage and implement benefit programs according to the District's negotiated labor agreements. Among the Trustees' responsibilities are:
- Act as fiduciaries for the benefit of all plan participants.
- Select and negotiate contracts with carriers and vendors to provide benefits.
- Manage the self-insured Trust Medical, Prescription Drug, Dental and Vision Plans, including claims processing and payment.
- Oversee administrative activities, including premium payments and day-to-day management of the Trust.
- Act as a liaison between employees and insurance carriers to assist with claims, eligibility issues and related matters. Statements made by persons other than the Board of Trustees or the Board's authorized representatives, including local Unions or the District, are not authorized by, and will not be binding on, the Trust or this Plan
The Trust retains specialists such as a third party administrator (the Trust Office), a consultant, legal counsel and an auditor to assist in the operation of the Trust.
What Does the Trust Office Do?
The Trust Office is responsible for the day-to-day administration of the Trust's benefit program. It manages and pays claims for the self-insured Trust Medical, Dental and Vision Plans. It also manages, coordinates and pays premiums for the benefit plans provided through outside carriers, such as Kaiser Permanente, Providence Health Plan and Regence Life & Health.
